Performance Detail


A: Result -Issues between Alaska"s public employers and public employees are resolved.
    Target #1: Maximize the number of cases resolved without a hearing.

Methodology: A database of all cases is maintained from which performance data is extracted. 2024 data is through 12/31/2024.
Analysis of results and challenges: Labor relations activity in state and local government drives the agency"s caseload. The amount of activity, such as collective bargaining, varies by year and influences the caseload. Facilitating resolution of cases without a hearing creates efficiencies by allowing the parties more control over the outcome of their cases and conserves agency resources.

In calendar year 2024, eight cases were opened, and six were closed. Of those closed cases, none went to hearing, three were issued election certificates, one was withdrawn by the complainant, and two were dismissed by the hearing officer or hearing examiner.

In 2024, there were five representation determinations, and all five representation determinations were issued within five days of proceeding end.

Methodology: A database of all cases completed is maintained from which performance data is extracted. 2024 data is through 12/31/2024.
Analysis of results and challenges: Alaska Labor Relations Agency"s goal is to complete petition and complaint sufficiency checks within three days of filing. This measure is important because once sufficiency has been determined, the parties are notified that the case may begin moving forward and initial deadlines are set. In 2024, eight cases were filed, and all eight cases were checked for sufficiency within three days of filing or amended filing.

Methodology: A database of all cases completed is maintained from which performance data is extracted. 2024 data is through 12/31/2024.
Analysis of results and challenges: Alaska Labor Relations Agency receives inquiries from the public regarding the Public Employment Relations Act (PERA). In 2024, ALRA received and responded to a total of 266 inquiries. Of those, 105 were related to PERA. Staff responded to 86 percent of inquiries the same day, seven percent in one business day, one percent in two days and the remaining six percent took three or more days for a response.
