Performance Detail


A: Result -Alaskan consumers receive fair treatment, and just and reasonable rates from utilities and pipeline carriers.
    Target #1: 100 percent of tariff matters are reviewed and processed within statutory and regulatory timelines.

Methodology: STAR database report "Annual Report-Disposition of Tariff Filings (v02).
Analysis of results and challenges: The Regulatory Commission of Alaska (RCA) reviews tariff filings for each regulated utility and pipeline carrier. A tariff controls the conduct of business by utilities and pipeline carriers. If review of a tariff filing is not completed within the established timeline, the requested change in rules, rates, or procedure automatically goes into effect by force of law. In FY2024, 264 tariff filings that required RCA review were processed. All of the FY2024 tariff filings were reviewed within the statutory and regulatory timelines.

Analysis of results and challenges: In FY2024, following established processes was critical in reaching the 100% target in three of the four measured areas.

A2: Core Service - Informal dispute resolution between utilities and consumers within established timelines.
    Target #1: Complete disposition of all informal complaints within established timelines.
Analysis of results and challenges: In FY2024, there were 58 dispositions. Of these, two were still pending at the end of the fiscal year. Of the 56 dispositions that were closed within the fiscal year, all 56 were closed within thirty days. While there are no statutory timelines for informal complaints, the Regulatory Commission of Alaska strives to resolve informal complaints expeditiously.

A3: Core Service - Public information and education to enhance the public"s understanding and use of utility and pipeline services.
    Target #1: Participate in outreach opportunities to consumers.
Analysis of results and challenges: In FY2024, the Regulatory Commission of Alaska (RCA) participated in five outreach events hosted by advisory committees and various consumer advocacy groups, as well as other professional stakeholders" groups, that educated ratepayers about utility rates and services and consumer protection education. The RCA continued to educate consumers through the Commission`s website updates and fact sheets.
