Target #1: 10% reduction of deaths due to criminal acts compared to the previous 3-year average Methodology: Beginning in FY2011, includes homicides occurring in other jurisdictions investigated by AST. Source: Alaska State Troopers (AST), Alaska Bureau of Investigation (ABI) Analysis of results and challenges: To the extent possible, the Department will influence the homicide rate by solving homicides committed in the Department\"s jurisdiction or in other jurisdictions when the Alaska State Troopers (AST) have been requested to assist, and by focusing on contributing factors such as reducing the availability of illegal drugs and alcohol and domestic violence intervention. The reported homicide rate data includes murders committed both in the area of Alaska where the Department has primary jurisdiction (any area not within the jurisdiction of a municipal police department) and in areas outside of primary jurisdiction where AST has been requested to assist and has taken primary investigative responsibility. This measure was implemented during FY2009 to address the AST"s role in and commitment to reducing the victimization of women and children by sexual offenders. In certain jurisdictions troopers engaged in education on health life practices in school sponsored programs and education of troopers through Violence Against Women Act (VAWA) programs. It is a measuring point for evaluating the quality of AST"s initial response and investigations with the result being an enhanced ability to identify suspects and/or offenders. This measure was modified in FY2014 to better reflect the results of AST"s efforts. In FY2025, the Alaska Bureau of Investigation met its goal of closing 80 percent of the sexual assault and sexual abuse cases with a suspect identified and noted a much higher percentage of cases that were classified as "victim refused to cooperate." Target #1: 100% officer-involved uses of deadly force cases closed Methodology: This is a new performance measure added in FY2025. The information was retrieved from Alaska Records Management System (ARMS) using the “Officer Involved Deadly Force Incident” in the Offense Code section for the dates selected. Methodology: Beginning in FY2019, includes officer involved use of deadly force occurring in AST and other jurisdictions when investigated by AST. The "Target 100%" column is reflected as the total number of cases to show the metric is being met or not met in a visual. Target #1: Continue efforts to solve older and cold case homicides and cases involving Missing and Murdered Indigenous Persons (MMIP). Methodology: This is a new performance measure in FY2025. Data is compiled by the ABI MMIP unit and includes the number of MMIP-related cases investigated, evidence submissions for testing or re-testing, and community outreach visits conducted during the fiscal year. Information is drawn from incident reports, laboratory submissions, and operational travel reports maintained by ABI. Efforts toward solving Missing and Murdered Indigenous Persons (MMIP) Cases Fiscal Year Cases Investigated Evidence Submissions Community Visits FY 2025 16 3 14 Analysis of results and challenges: In FY2025, the MMIP unit investigated 16 cases and submitted evidence for testing or re-testing in three. The unit conducted outreach in 14 communities across Alaska which strengthens coordination with families, law enforcement partners, and tribal organizations while advancing casework on older or unsolved investigations. This outreach is essential in building trust, gathering information, and supporting prevention efforts. Resource limitations and the complexity of historical cases remain challenges, but the unit`s consistent casework and community engagement contribute to improved response and accountability in MMIP investigations.
