Collaboration with the Department of Corrections (DOC) improved compliance, resulting in a 44 percent increase in submitted fingerprints. The department continues to support DOC, contract jails, and local law enforcement agencies in meeting the fingerprinting requirements of AS 12.80.060. Training is offered both in person and virtually to improve the accuracy of fingerprint submissions and emphasize the importance of compliance for all criminal justice agencies. Ongoing coordination with DOC and local partners remains key to achieving full compliance and accurate criminal identification statewide. Target Last Modified: 12/08/2025

In FY2026 methodology was updated to reflect quarterly averages for the fiscal year; in FY2025 this was shown as monthly data. Processing times fluctuated slightly during the year due to legacy mainframe performance issues but remained substantially improved from FY2024 levels. The Criminal Records Unit`s cross-training and workflow refinements have strengthened staffing stability and reduced backlogs. The primary challenge continues to be the lack of automated data exchange with the courts, though a joint project is underway to enable direct digital submission of court dispositions to DPS. The Criminal Justice Information Services Modernization Project, scheduled for implementation in the third quarter of FY2026, will replace the state`s criminal history repository and related systems. A short-term reduction in productivity is expected during the transition as staff test, train, and adapt to new workflows introduced by the upgraded system. Target Last Modified: 12/08/2025

Target #2: 100% of audits are conducted biennially Methodology: This was a new measure in FY2025 that CJISP will begin reporting on in FY2023. Year reflects the calendar year the audit cycle completed. Audit cycles are two-year increments (example: the year 2015 reflects the audit cycle years 2014-2015). Audit completion fluctuated due to staff turnover and the extensive training required to achieve audit proficiency. Criminal justice agencies use criminal justice information directly for law enforcement and public safety purposes, while non-criminal justice agencies access the information for specific statutory functions such as licensing and background checks. These distinct uses limit opportunities for cross-training and lengthen auditor certification timelines. Although state law under AS 12.62.150 requires biennial audits, the Federal Bureau of Investigation (FBI) conducts its compliance audits on a triennial schedule, with the state remaining in full compliance with both requirements. This improvement resulted from focused efforts in the Criminal Records Unit to eliminate backlogs of court dismissal reports and Criminal Complaint and Intake Disposition forms. Workflow enhancements, cross-training, and established performance metrics contributed to a consistent production pace. Following the unit reorganization and position reclassifications completed in FY2022—2023, training improvements reduced backlogs and improved reliability. In FY2026, temporary delays are expected as staff test and train on the new criminal history repository and adapt to updated procedures and workflows introduced through system modernization. The Sex Offender Registration Office processed most registrations within two business days and partnered with local, state, and federal agencies to locate and contact individuals who were out of compliance. House Bill 161, enacted in FY2025, added new reporting requirements to further align state law with federal standards. Staffing shortages and the extensive training required to interpret complex registration statutes affected processing capacity; however, the unit continued to prioritize accuracy, timeliness, and public safety in maintaining the state`s sex offender registry. The permits are valid for five years and expire on the applicant`s birthday in the fifth year. The division started tracking to ensure compliance with statutory and regulatory requirements in FY2023. Changes at the federal level such as the Bipartisan Safer Communities Act in 2023 required policy and procedural review to ensure applications are reviewed in accordance with current state and federal requirements. The changes in state and federal law and limited staffing to manage over 12,000 active permit holders present a challenge to ensuring continued compliance with AS 18.65.700. As part of the Criminal Justice Information Systems (CJIS) Modernization project, the records management system used to capture and maintain the concealed handgun carry permits as well as the security guard licensing and the civilian process server licensing will be modernized and moved off the legacy mainframe system and outdated Microsoft Access programs to a centralized permits and licensing program that should help streamline workflows.
