Target #1: 100% of sex offenders known to the department are compliant in submitting required documentation on quarterly or annual basis per AS 12.63 (Registration of Sex Offenders).
The Sex Offender Registration (SOR) Office works closely with the Department of Law to research and assess offenders relocating to Alaska to determine their registration requirements, if any, for the out of state or federal sex offense conviction. They also work closely with the Department of Corrections Division of Institutions as well as the Division of Pretrial, Probation, and Parole. Most registrations are processed within two business days of receipt by the SOR. The department works in coordination with local law enforcement agencies and the US Marshal"s Office to attempt contact with sex offenders who are out of compliance. This contact has resulted in a higher compliance rate. Collaborative efforts between the Marshal"s Office, the Department of Public Safety, and local law enforcement statewide to locate and contact all known sex offenders in the state and check their compliance have had a positive impact on the safety of Alaskans. Challenges for the program result from recurring policy and procedural changes that must be implemented due to statutory changes, Alaska court decisions, and legal opinions/outcomes from lawsuits. Staffing was a significant issue in FY2022-2023 with the office at one point did not have any technical positions filled. Restructuring the unit and providing for a program manager solely assigned to the SOR Office provided improved training and support for staff and management of the program, and staff positions were reclassified from Criminal Justice Technicians to Criminal Justice Specialists to account for the extensive legal research and record auditing necessary to manage the sex offender registry. Target #1: State and national criminal justice information is released to authorized entities within 10 working days of receipt of the request.
The Criminal Justice Information Services (CJIS) modernization project to replace these systems is anticipated to resolve many of the technical challenges while also reducing the burden on limited information technology staff in the department and the state. The modern system should also increase the opportunity to implement and leverage more automated process, high-speed fingerprint card scanners, and decreased processing times.
