Changes at the federal level such as the Bipartisan Safer Communities Act in 2023 required policy and procedural review to ensure applications are reviewed in accordance with current state and federal requirements. The changes in state and federal law and limited staffing to manage over 12,000 active permit holders present a challenge to ensuring continued compliance with AS 18.65.700. As part of the Criminal Justice Information Systems (CJIS) Modernization project, the records management system used to capture and maintain the concealed handgun carry permits as well as the security guard licensing and the civilian process server licensing will be modernized and moved off the legacy mainframe system and outdated Microsoft Access programs to a centralized permits and licensing program that should help streamline workflows.
