Higher percentages by fiscal year indicate improved compliance with AS 12.80.060 (Fingerprinting). In FY2024, the target of 100% was not met. Continued cross-training of staff has streamlined workflows, and all duties are shared equally among staff, to include an outreach program with the Department of Corrections (DOC) to address when Superior Court judgments are received for individuals who have not yet been fingerprinted for the crime. Of the 383 Superior Court judgements received without supporting fingerprints in FY2024 by DPS, the outreach program made requests to DOC to obtain fingerprints from 307 individuals still in custody, which resulted in 115 sets of fingerprints submitted to DPS (30% success rate). Additionally, the DPS continues to encourage and support local law enforcement agencies and DOC staff in the utilization of live scan fingerprint systems and compliance with AS 12.80.060. Increased compliance with AS 12.80.060 will continue to depend on the commitment of DOC, contract jails, and local law enforcement to obtain rolled fingerprints of arrested subjects every time an arrest occurs. It will also depend on follow up for court ordered fingerprints. Training will continue to be offered both in person and virtually at several criminal justice and non-criminal agencies to help increase the accuracy of submitted fingerprint card submissions and to explain the importance of fingerprint submissions for criminal justice agencies. In FY2026 methodology was updated to reflect quartelry averages for the fiscal year; in FY2025 this was shown as monthly data. At the start of FY2024, the average processing time was six days, with minor fluctuations throughout the year that were still well below the target of 30 days. The table highlights the substantial reduction in disposition processing times since FY2023, a result of staffing stability, cross-training efforts, and workflow improvements. These improvements were driven by updates to position descriptions, the addition of a flexible step to the Criminal Justice Technician job class, and the addition of both front-line and dedicated program management staff. All staff members were cross-trained to process arrest and disposition information, with performance metrics established and ongoing training in place. The primary challenge remains the lack of automation with the courts for processing dispositions, as the unit still relies on a manual process to receive and enter arrest and disposition information into the state`s criminal history repository. A project is currently underway with the courts to develop and implement a process to automate processing. In addition to the automation project with the court, the division is also in year four of a five project to replace the aging criminal history repository as part of the department`s Criminal Justice Information Services (CJIS) Modernization project to move all systems off the legacy mainframe system. Productivity is expected to decline temporarily as the criminal history repository is replaced, requiring staff to focus on testing, training, and new workflows during the new system`s implementation. Target #2: 100% of audits are conducted biennially Methodology: This was a new measure in FY2025 that CJISP will begin reporting on in FY2023. Year reflects the calendar year the audit cycle completed. Audit cycles are two-year increments (example: the year 2015 reflects the audit cycle years 2014-2015). Staffing turnover and the significant amount of training to gain proficiency in conducting audits has resulted in inconsistent completion. Staffing will continue to problematic as the unit conducts several different audits, each requiring specific knowledge of differing state and federal requirements, which does not allow for significant, effective cross-training. The FBI audits triennially as do most other states, but this would require legislative action to make a similar change in Alaska to modify AS 12.62.150. Target Last Modified: 11/05/2024

Target #3: Reduce instances of missing dispositions for criminal cases over two years old and not entered into the repository Missing Dispositions are Located and Entered Year Dispositions 2024 44,958 +55.04% 2023 28,997 +1.82% 2022 28,480 +34.65% 2021 21,151 +58.30% 2020 13,361 +35.25% Analysis of results and challenges: The graph shows a 55.04% increase in the number of missing dispositions located in FY2024 over FY2023, which is primarily due to securing federal grant funding for temporary staff assigned to enter a backlog of dismissal reports from the Department of Law and/or the courts as well as being solely focused on identifying and locating missing criminal case dispositions. Staff within the criminal records unit have also been cross-trained and workloads have been adjusted to allow the unit to also address the backlog of court dismissal reports and Criminal Complaint Intake and Disposition forms marked as declined to prosecute. With the unit reorganization and position reclassifications completed in FY2022-2023, training has been completed and backlogs within the unit have been significantly reduced which enabled a consistent and reliable production effort in FY2024. They also work closely with the Department of Corrections Division of Institutions as well as the Division of Pretrial, Probation, and Parole on registration requirements for individuals convicted of registerable offenses in Alaska. Most registrations are processed within two business days of receipt by the SOR Office. The department works in coordination with state and local law enforcement agencies and the US Marshal"s Office to attempt contact with sex offenders who are out of compliance. Training for staff in the SOR Office is challenging as policy and procedural workflows are ever changing due to statutory changes, Alaska court decisions, and legal opinions/outcomes from lawsuits. Staffing was a significant issue in FY2022-2023 and restructuring the unit to add a program manager solely assigned to the SOR Office provided improved training and support for staff and management of the program. Additionally, staff positions were reclassified from Criminal Justice Technicians to Criminal Justice Specialists to account for the extensive legal research and record auditing necessary to manage the sex offender registry. As a result of those changes, staffing has been stable allowing consistent and reliable production effort in FY2024. Target Last Modified: 11/05/2024

The permits are valid for five years and expire on the applicant`s birthday in the fifth year. The division started tracking to ensure compliance with statutory and regulatory requirements in FY2023. Changes at the federal level such as the Bipartisan Safer Communities Act in 2023 required policy and procedural review to ensure applications are reviewed in accordance with current state and federal requirements. The changes in state and federal law and limited staffing to manage over 12,000 active permit holders present a challenge to ensuring continued compliance with AS 18.65.700. As part of the CJIS Modernization project, the records management system used to capture and maintain the concealed handgun carry permits as well as the security guard licensing and the civilian process server licensing will be modernized and moved off the legacy mainframe system and outdated Microsoft Access programs to a centralized permits and licensing program that should help streamline workflows.
