Performance Detail

Target #1: Complete auditing of required engagement by Alaska Broadband Grant Program subgrantees regarding deployment project status, internet service availability, and other broadband topics with tribal entities, local tribal governments, regional and village. Methodology: The Digital Equity Act calls for a minimum of 44 outreach functions to covered populations. Analysis of results and challenges: Tribal engagement is a requirement of the Broadband Equity, Access and Deployment program (BEAD), and Alaska`s requirement is guided by the Footnote 70 Conditional Waiver approved by the National Telecommunications and Information Administration in late 2024. Per Alaska`s conditional waiver, subawardees should conduct ongoing outreach to List Act Tribes whose home communities are being served by a BEAD project. This should include regular project updates to Tribal administrators, and subawardees should be prepared to answer questions from these Tribes as they arise. Thus far, the responsibility of Tribal engagement, and official Tribal consultations has been the responsibility of the Alaska Broadband Office. The ongoing responsibility will fall primarily to subgrantees. The FY2026 Target of 116 engagements is based on quarterly interactions by subgrantees for each of the proposed 29 BEAD-funded projects.
