Department of Fish and Game - Commercial Fisheries Entry Commission

Mission

To control entry into Alaska's commercial fisheries to promote conservation of Alaska's fishery resources and economic health of commercial fishing.

Core Services

  • Process annual permit and vessel license renewals and emergency and permanent transfers of limited entry permits in a timely and accurate manner.
  • Manage public databases, analyze commercial fisheries data, and publish findings, including the monthly permit value and annual commercial fishing earnings reports.
  • Develop, manage, and regulate Alaska"s commercial fisheries limited access program, while ensuring all Commission decisions and agency activities are consistent with the Limited Entry Act and the Alaska Constitution.

Analysis of results and challenges: The licensing section staff members are dedicated to ensuring fishermen are able to get their gear in the water without delay. The licensing section continues to operate above its target production and has done so for over 10 years. Licensing staff members make every effort to meet its target percentage; however, staffing changes and the fluctuating stability of fisheries can have a heavy influence on the outcome of the yearly productivity percentages.

A2: Core Service - Manage public databases, analyze commercial fisheries data, and publish findings, including the monthly permit value and annual commercial fishing earnings reports.
    Target #1: Issue all 12 monthly permit value reports each year, within the first seven days of the following month.

Methodology: Graph shows the percentage of monthly permit value reports that have been completed in the targeted time frame (first seven days of each month).

The relatively low percentage rate for 2009 is because some data were accidentally omitted from the analysis for four months in a row (December 08 - Mar 2009) before it was discovered and rectified. The monthly reports were corrected after the fact, and so came out late (not within seven days).

Analysis of results and challenges: Department of Commerce, Community and Economic Development (DCCED) uses the Commission"s monthly permit value reports to help determine collateral values and allowable loan amounts under the state"s revolving commercial fishing loan program. Commercial Fishing and Agriculture Bank, permit brokers, and fishermen also rely on monthly updates of the value of fishing permits. Meeting the seven day target will ensure that the data are timely for users.

Analysis of results and challenges: The Alaska Commercial Fisheries Entry Commission (the Commission) has the statutory duty to limit entry into commercial fisheries when the statutory and constitutional requirements for doing so are met. The Commission also has the statutory duty to adjudicate numerous claims to limited entry permits so that all applicants can be ranked against each other, in order to award permits to the individuals most dependent on a limited fishery.

Methodology: Misc: miscellaneous cases including issues regarding demerit point assessments, permit fee refund requests, reinstatement of forfeited permit requests, appeals of the assessment of demerit points, and fee arrearages based on residency.
Trans: transfer cases including denials of permanent and emergency (temporary) transfer requests.
App: application cases addressing issues surrounding applications for limited entry permits.
