From year-to-year the component has experienced fluctuations in mail volumes. The component increased +39% in FY2020 and +35% in FY2021 due to COVID-19 related mailouts. In FY2022 mail volumes normalized to pre-pandemic levels and in FY2023 mail volumes decreased by -22%, which was most notably due to the drop in Department of Labor and Workforce Development Unemployment Insurance mailings. Continued reductions are expected (FY2024 saw a -10% reduction in mailings) as agencies continue to implement and promote electronic delivery notices. Target Last Modified: 09/13/2024

Target #1: Reduce the cost per inserted envelope. Envelope Rate Year Insertions Processed % of Total Mail Inserter Costs Cost Per Envelope 2024 908,482 70% $131,441 $0.145 Analysis of results and challenges: The Print Services component provides inserting services and posting services for outgoing payments from the following systems: The State Accounting and Human Resource Management Systems, Retirement Payroll Systems, Department of Labor and Work Force Development Unemployment Insurance, Risk Management, and the Permanent Fund Dividend. Many of these mailings are time sensitive and the State is required to process them within a specified timeframe. In FY2024, inserted mail accounted for 70% of outgoing mail processed by the component. The costs for the insertion machines are based on fixed price, multi-year contracts. As the volume of insertion mail increases the cost per inserted envelope decreases. During FY2024, the component processed insertion jobs for seven state agencies. The component will continue to coordinate with State agencies and OIT to promote additional insertion jobs. Additionally, the component will work with vendors to ensure that insertion equipment meets the State`s business needs. Target Last Modified: 10/08/2024
