Despite rising caseloads and difficulty filling positions, the Public Guardians experienced only a marginal decrease in the percentage of clients who received all benefits for which they were eligible in FY2025. Target #3: Create and manage a budget for every Public Guardian client. The Agency continues to work to ensure that budgets are created for its clients. In FY2025, the Public Guardian section hired a number of new Public Guardians, all of whom required significant training. However, due to chronic high caseloads, some wards were not provided formal budgets. Target Last Modified: 10/08/2025

Child in Need of Aid (CINA) cases continue to be filed by the Office of Children`s Services at a substantial rate. Since FY2014, the CINA caseload has increased dramatically. This has caused Guardian ad Litem caseloads to remain high preventing optimal service. Guardians ad Litem routinely carry a caseload of over 100 children each. It is a continuing challenge for GALs to meet court deadlines and timely meet with children. Target Last Modified: 12/09/2025
